Raffael Fruscio, managing partner, founded Reclay in 2002, which is headquartered in Herborn, Hesse. Against the background of the amendments to the Packaging Ordinance, the breaking up of the monopoly surrounding the green dot and the emergence of the market for EPR systems in Germany, he and his team of industry experts have been developing an ever more comprehensive, sustainable range of services, which is covered by specialized subsidiaries . As the head of the international company, he is responsible for the strategic orientation of the group, develops new business areas and heads the holding company management.

 

Dr. Fritz Flanderka

Dr. Fritz Flanderka has been Managing Director of Reclay since 2005. In addition to managing various operational areas, he is jointly responsible for the strategic direction of the group.

until 2005, The doctor of law and licensed attorney previously played a decisive role in the development of the EPRsystem in Germany and the European umbrella organization of EPR systems in his work as general representative of “Der Grüne Punkt-Duales System Deutschland AG” and as managing director of “Packaging Recovery Organization Europe sprl”. Since then, he has been closely involved in the further legal development of the regulatory environment and represents Reclay in numerous committees.

Dr. Flanderka is a sought-after speaker and regular contributor  to specialist articles. He is also the main author of Germany’s standard commentary on the Packaging Act.

Pascal Gislais
President RecycleMe France (Valorie SAS)

Pascal Gislais specialises in waste management, marketing of recyclable materials, auditing, Extended Responsibility in Europe and in developing countries and sustainable development.
Pascal Gislais was previously Secretary General of PRO-Europe (Packaging Recovery Organisation Europe), the organisation of organisations in charge of collecting, sorting and recycling packaging in 33 European countries. He was Director of International Development for Eco-Emballages and structured the entire EPR sector in the French overseas departments.
He holds a PhD in industrial process engineering and is experienced in managing transnational and cross-cultural projects.

 

 

Marion Halby
Managing Director Léko

Marion Halby joined Léko at its inception and has played an active role in its development and organisation. She successively held the positions of Head of Institutional Affairs and later Director of Operations, playing a central role in the growth of the eco-organisation.

She began her career at Federrec, where she developed in-depth expertise in Extended Producer Responsibility (EPR), particularly in the packaging and paper sectors. Over the years, she has built a comprehensive understanding of the operational, regulatory, technical and financial dimensions of the sector.

Appointed Managing Director, Marion Halby is committed to a vision of continuity and trust. Her recognised experience, detailed knowledge of the sector’s mechanisms and dynamic leadership will enable Léko to confidently address future challenges, including changes to the regulatory framework, the evolution of its governance structure, the strengthening of environmental performance targets and the continuous adaptation of systems to support producers, local authorities and all stakeholders in the circular economy.

Marion Halby is fully committed to continuing the environmental mission entrusted to Léko, with the ambition of consolidating its role as a committed and responsible player within the sector.

Director of Operations

After years of experience in household packaging EPR, Julien joined RecycleMe France (Valorie) as Operations Director bringing his experience, dynamism and innovative ideas.
